The “Net-Zero Carbon Community Evaluation Scheme”, jointly launched by TÜV Rheinland (Germany) and the Building Research Establishment (BRE) of the UK, is designed to audit the quantified results of carbon emissions from community projects and evaluate their low-carbon management systems. It applies to various types of campus projects, such as industrial parks, logistics parks, commercial parks, cultural and tourism parks, residential communities, and urban communities. As the first net-zero carbon community evaluation standard in China, the current version being used is Version11).The NetZ Certification for net-zero carbon community is also the first certification scheme registered with the China National Certification and Accreditation Administration (CNCA)2)。
Version 1 of the Net-Zero Carbon Community Evaluation Standard audits the sustainable development planning and implementation of community projects through six major sections: low-carbon economy, resources and energy, environment and ecology, disaster resilience, transportation and infrastructure, and low-carbon promotion and management. This standard is applicable to both under-construction and existing community projects.

The NetZ Certification aims to use certification as a tool for planning and concurrent implementation. It assists key stakeholders in community(such as governments or park management committees) in top-level design using dual-carbon pathways, which represent a potential core competitive advantage in the investment market. This can help attract foreign capital and large groups that have requirements regarding corporate ESG and sustainable development. For industrial and commercial parks, NetZ Certification helps clients/tenants within the parks achieve their decarbonisation goals at minimal cost. It also aids park enterprises in creating low-carbon transitions, energy planning, and implementing strategies for low-carbon transformation and energy planning, and helps investors maximise their returns.
Notes: 1) The Net-Zero Carbon Community Evaluation Standard V1 came into official use on 1 January 2024. 2) The NetZ Certification scheme is registered under CNCA in the field of product certification for carbon disclosure.
