TÜV Rheinland Hong Kong Appointed as Third-Party Certification Body for "Type H" Workshops Under New EV Maintenance Scheme
TÜV Rheinland Hong Kong (TRHK) is honored to be appointed by the Electrical and Mechanical Services Department (EMSD) as a Third-Party Certification Body for “Type H” Workshops. This appointment plays a crucial role in enhancing
the safety, reliability, and standards of electric vehicle (EV) maintenance services under the newly launched Voluntary Registration Scheme for Vehicle Maintenance Workshops, specifically for high-voltage EV systems.
The EMSD introduced this new initiative on July 22, 2024, as part of its ongoing efforts to support Hong Kong’s sustainable transition to electric mobility. The Voluntary Registration Scheme now includes specialized EV maintenance
services, aiming to ensure that workshops performing high-voltage EV maintenance meet stringent safety and quality requirements.
What Does “Type H” Certification Mean?
The “Type H” designation applies to workshops that are authorized to perform advanced high-voltage EV maintenance services. These services include:
- Diagnosis, testing, and maintenance of high-voltage EV systems and components.
- Dismantling and installation of high-voltage EV systems and parts.
- Replacement of fixed on-board power batteries with strict adherence to safety standards.
This certification ensures that workshops have implemented robust safety protocols to mitigate occupational hazards associated with high-voltage electrical systems. It promotes a safer working environment for technicians and builds
consumer trust in EV maintenance services.
Eligibility and Requirements for “Type H” Workshops
To apply for “Type H” Workshop certification, workshops must already be registered under the existing Voluntary Registration Scheme for Vehicle Maintenance Workshops. Additional key requirements include:
- Qualified Technicians: Employ at least one full-time technician with a recognized certification in high-voltage EV maintenance.
- Safety Measures: Designate specific areas for high-voltage work, preventing unauthorized access and ensuring safety.
- Equipment Standards: Maintain appropriate safety gear, such as insulated gloves, protective clothing, and advanced diagnostic equipment.
- Rigorous Safety Protocols: Enforce isolation procedures for high-voltage systems, utilize personal protective equipment (PPE), and have comprehensive emergency response plans in place, overseen by certified professionals.

Qualified “Registered Vehicle Maintenance Workshop” can apply to become registered EV maintenance workshop (“Type H” Workshop) to provide appropriate level of EV maintenance services. Interested workshops need to undergo an audit
